Use TI Graph Link to do your programs. Save the files, then use TI Connect to send the .8xp's to your calculator.
TI Graph Link does not work directly with the USB links, but it does allow you to save programs, which can then be read by TI Connect and other linking software.

Andy: I already took care of that manually. I changed the first line from what XP put there by default to REGEDIT4 which seems to have worked with Win 98. EDIT: I now see that that is EXACTLY what happens if you select that option. Oh well, the point is that it works. :P I did have a bit of trouble ...
