I wouldn't be surprised if it uses some hacks to keep it from being killed -- what good is a firewall if it can get killed off?

You might try using taskkill as the System account - at /interactive some:time cmd - and use the System cmd to try taskkill. (I forget the exact syntax of at, though.)

netstat. At least shows you what local ports are connected to what remote hosts and ports.

And even if there isn't anything actually doing anything, there will always be a bit of traffic going in and out, especially if you are connected directly to the modem (without a router or anything in between).

I have a Hauppauge PVR-150 card, and it has coax and composite (video/left/right) inputs. Most decent cards have both. And make sure you get something with a hardware MPEG encoder: They cost more, but are higher quality and don't tax your CPU nearly as much.
