Here's what I get at school, but that's with over 200 people on the network.
Although it says Boise State University, I am not a football fan.

I played baseball for 3 years when I was a kid (age 7-9), but I am most definitely not a baseball fan either. I'm more of a Cross-Country/Track fan. I guess I'm not even that since I don't enjoy watching races very much either. I run a sort of a lot right now with the Bronco Track and Running Club (50-70 miles a week) and have entered in some of the collegiate races, but I am not really a fan of sports at all, I guess.

I’m downloading stuff at the moment and my brother is also hooked up, but I could get about 4100/320 kbps with no traffic.
That’s my uni connection. It might be toned down a bit by the fact that it was measured in a VirtualBox machine behind a few routers I was connecting to via RDP from home while measuring the speed.

How much would universities pay for such connections?
I know a guy who hosts Halo CE games on a university computer, there's never any lag

That it is, there is also Hang 'Em High and the sky in Boarding Action (the same one in the beginning of the campaign).

Okay, that's more like what I get at school. The old one was when I was connected through my laptop. The upload speed isn't the best though...
EDIT: I have the highest download speed
